in the provisos at the end of the section e.g. the diploma must be granted when the practitioner is not domiciled in the U.K. or in the course of a period of not less than five years during the whole of which he resided out of the U.K. No doubt these conditions will continue to be observed. There are, however, other conditions in the opening sentence of the section. The Registrar must be satisfied that the applicant (1) holds a diploma or diplomas "granted to him in a British possession to which this Act applies"; and (2) is by law entitled to practise medicine, surgery and midwifery in such, British possession.

The objection is, mk, only a "legal

technicality", but it is obviously doubtful whether one can say that a degree granted under this Order would be granted in a British possession (the definition of British possession expressly excludes the U.K.)

Further, I am not at all sure that condition (2) would be strictly satisfied. For the time being, the law administered in Hong Kong is subject to decrees or orders issued by the Japanese authorities and international law recognises their right to interfere with the local law so far as necessary for military purposes. Whether the law now administered in Hong Kong would permit persons to whom degrees have been granted under the Order to practise in Hong Kong I do not know, and it is probably impossible to find out.

I think the question is almost entirely one for the G.M.C. If they are content I certainly do not wish to raise any objection.

It will be realised that the difficulty so far as condition (1) is concerned is not merely temporary. Even when the status quo in Hong Kong is restored, it will not alter the fact that these decrees will have been conferred in the U.K., though I suppose they could, if necessary, be
